If even one cell is low on fluid your battery will show up a fault. The fluid is highly dangerous so you must make sure not to get it on you however by topping up any cells that are low with water should solve your problem.
Although you need to be a trained mechanic to be fully aware that your battery is not charging properly however you are able to test the problem yourself. You can do this by starting your car and putting all your lights on full beam. Then if you rev your engine you should be able to see the lights get brighter and then dimmer and if your car does not do this there may be a problem and you should speak to an engineer.
